Update RFO network incident February 17th 2021

On February 18th we published the RFO for the network incident on February 17th 2021 that caused a disruption for a part of our network. The switch vendor has provided us with additional information regarding the cause of the incident. The RFO has been updated with this information. You can find the updated RFO here.
